I have a particular interest in the rescue services and see that they find themselves in the spotlight again today. Warwickshire County Council has admitted breaching section 2 of the Health and Safety at Work Act 1974 when 4 firefighters lost their lives attending a blaze at Atherstone Industrial Estate in November 2007. 3 managers have been charged with gross negligence manslaughter and their cases will be dealt with at a later date. Striking the balance between operational risks and health and safety obligations remains an area fraught with difficulty. Clear guidance is overdue and was recommended by Professor Lofstedt in his recent report. Sooner would be better for all concerned.
