While England digests the NPPF, yesterday the Scottish Planning Minister Derek Mackay set out the Scottish Government’s proposals for further planning reform.
There’s a lot of reading to be done, so watch this space. First thoughts:
- “how planning modernisation should be consolidated and intensified” – now that earlier reforms have had a chance to bed in, the modernisation process does feel in need of re-invigoration
- the approach seems holistic – it’s good to see the various consultation papers have been put into an overall framework
- “the emphasis is on culture change” – lots of references to reviews, sharing best practice, pilots, and case studies
