We recently covered the topic of police and fire reform in our regular parliamentary bulletin. Last week the “chairing member” of both the Scottish Police Authority and Scottish Fire and Rescue Service was announced. Pat Watters, former President of the Convention of Scottish Local Authorities (COSLA), will chair the new Scottish Fire and Rescue Service. Vic Emery the current convener of the Police Services Authority and Scottish Crime and Drug Enforcement Agency will chair the Scottish Police Authority.
The chairing member in both of the new organisations is responsible for holding to account the Chief Constable and the Chief Officer of the single police and fire forces respectively. Both chairs will have an active role in working closely with their lead officers to deliver best value and to assist in preparing then scrutinising strategic plans. Alasdair Hay has already been appointed as Chief Officer of the Scottish Fire and Rescue Service. The Chief Constable post has been advertised and the successful candidate is due to be appointed later in the year.
