I've previously noted that call-in by the Scottish Ministers can change outcomes of planning applications (see my blog).
This is illustrated again by the decision for Kelbourne Street, Glasgow. The City of Glasgow Council proposed to grant permission for residential development, but the Ministers accepted the recommendation by their Reporter that permission should be refused.
The reason for the call-in was potential loss of valued open/ green space and possible conflict with Scottish Planning Policies and development plan policies.
The Reporter considered the proposal to be of a high standard of design, respecting the local architectural and historic context and using materials appropriate to the historic environment, but held that it would not retain open space and trees which contribute positively to the historic character of the area.
So this call-in resulted in the Council's position being reversed, and permission being refused.
