Draft planning guidance has been issued by the Scottish Government on PRS (private rented sector) - see the section on Build to Rent in the draft Planning Delivery Advice (paras 50-54).
Positive comments are made about the benefits. There is a veiled warning against a restrictive approach by planning authorities: retention of units in the rented sector should only be required if the nature of the proposal is significantly different to a standard product for sale.
