We are delighted to invite you to our half day local government conference on Wednesday 2 May 2018, which will focus in on topical issues such as; New Duties, Planning Reform and ESCOs.
We are also happy to announce that we will be joined by our guest speaker and planning expert, Craig McLaren, Director of the Royal Town Planning Institute, who will be speaking at our Planning Reform session.

9:45am - 10:30am - New Duties for Local Government
Speakers: Jackie McGuire & Kenzie Sharkey (Partner and Senior Solicitor: Government, Regulation & Competition)

An overview of a range of new duties imposed on Scottish local authorities in areas including social care and education, as well as a discussion on the new socio economic duty under the Equality Act 2010.

10:30am - 11:15am - Planning Reform

& Karen Hamilton (Partner: Planning)

Our guest speaker, Craig McLaren, Director of the Royal Town Planning Institute, will consider the main provisions of the Planning (Scotland) Bill and key challenges facing planning authorities in securing its implementation. Karen Hamilton, partner in Brodies' planning team will then give a legal perspective on infrastructure delivery post-reform.

11:15am - 11:30am - Refreshment Break

11:30am - 12:15pm - Projects: Energy Service Companies (ESCOs)
Speaker: Sarah-Jane McArthur (Partner: Energy & Infrastructure)

A presentation on the power of local authorities to establish ESCOs including powers to generate and supply heat and electricity. This session will also look at other legal issues of relevance to local authority ESCOs delivering projects and will look ahead to the new duties on Local Authorities to develop local heat and energy efficiency strategies.

12:15pm - 13:00pm - The Year in Review
Speakers: Niall McLean and Douglas Waddell (Associate and Senior Solicitor: Government, Regulation & Competition)

A (gentle) run through recent case law of relevance to local government in Scotland.

We are aiming for a relaxed atmosphere to encourage an exchange of views. Each session will include an opportunity for questions and comments from the floor.

We would be delighted to welcome any of your colleagues who may be interested in attending and would encourage you to invite them to register for the event.
The conference also qualifies for valuable CPD time and delegates can request a formal certificate of attendance.
